
Food-Grade Paper Packaging: A Buyer’s Compliance Checklist
“Food grade” sounds reassuring, but it is not a complete paper specification, a universal certificate or proof that one package is suitable for every menu item. A responsible purchase starts with the finished pack, its components, the intended food, temperature, contact time and destination market.
Why “food grade” alone is not enough for a quotation
A paper mill can supply a board with a stated food-contact basis, yet the converted package may add printing ink, varnish, a grease barrier, side-seam adhesive, window film or a separate lid. Suitability therefore has to be considered at finished-article level. A declaration for unprinted board should not be presented as proof for a heavily printed, coated and glued takeaway box unless the added components and manufacturing process are also covered.
The intended use is equally important. A carton for dry cookies at room temperature does not face the same exposure as a box holding fried chicken at serving temperature, a soup bowl containing hot liquid or a frozen dessert cup. Oil, moisture, acidity, alcohol, heat and contact duration can affect migration and physical performance. Buyers should put those conditions into the RFQ before asking whether a material is food grade.
The destination market determines which legal basis and documents matter. A phrase copied from a generic certificate cannot replace a review of the exact article, supplier chain and conditions of use. If a claim is unclear, ask the supplier to identify the regulation, authorization, limitation or test method behind it.
Start with an intended-use specification
A useful intended-use statement is short but specific. It should identify the food, expected temperature when packed, maximum contact time, whether the article has direct contact, storage conditions and any reheating or freezing step. Include the destination country because a construction accepted for one market may require different evidence elsewhere.

“Plastic-free,” “bio-based,” “aqueous coated” and similar descriptions do not by themselves establish food-contact suitability. They describe one feature of a construction. Ask what the barrier actually is, where it is applied, which food-contact conditions are covered and how the finished pack is verified.
U.S. purchasing: ask for the regulatory basis and conditions of use
In the United States, the FDA distinguishes a food contact substance, a food contact material and the finished food contact article. Relevant components may rely on regulations in 21 CFR, an effective Food Contact Notification, a prior sanction, a Threshold of Regulation exemption or another valid basis. Paper and paperboard components are addressed within 21 CFR Part 176, while adhesives, coatings, polymers and production aids may fall under other parts.
This is why a broad request for an “FDA certificate” can produce weak evidence. Ask the supplier to identify the basis that applies to each relevant component, the named manufacturer where an authorization is manufacturer-specific, and the food types, temperatures and contact conditions permitted. The response should be tied to the bill of materials used for the quoted article.
EU purchasing: general safety, GMP and traceability still apply to paper
Regulation (EC) No 1935/2004 sets the EU’s general framework for food-contact materials. Under normal or foreseeable use, the finished article must not transfer constituents to food at levels that could endanger health, cause an unacceptable change in food composition or deteriorate taste or smell. The regulation also establishes traceability requirements.
Commission Regulation (EC) No 2023/2006 requires documented good manufacturing practice for food-contact materials. For printing on the non-food-contact side, the process must control transfer through the substrate and set-off in stacks or reels; printed surfaces must not directly contact food. A buyer should therefore review artwork position and conversion controls, not only an ink supplier sheet.
Paper and board are also an area where national requirements may supplement the EU framework. Ask the supplier and importer which country-specific provisions apply. Do not assume that a document created for plastic automatically serves as the correct declaration route for paper.
Supplier document checklist before sample approval
- Finished specification: drawing, dimensions, paper or board grade, basis weight, coating, adhesive, ink system, accessories and pack count.
- Intended-use statement: food category, direct-contact surfaces, temperature, time, storage, reheating and destination market.
- Compliance basis: the applicable regulation, authorization, supplier statement, declaration or other documentation for relevant components.
- Limitations: excluded foods, maximum temperature, maximum contact time, single-use restrictions and any conditions for safe handling.
- Test evidence: reports that identify the tested sample, method, simulant or real-food condition, date and conclusion. A report for a different coating or supplier is not equivalent.
- GMP and quality controls: documented specifications, incoming checks, process parameters, nonconformance handling and lot records.
- Traceability: paper mill or material lot, converting batch, artwork revision, production date and export carton markings.
Ask for documents early enough to review them before a printed sample is approved. If a supplier cannot explain how a document relates to the exact construction, record the gap and resolve it before mass production. Claims that need separate evidence
Recyclable
Recyclability depends on the complete pack, coating, food residue, local collection and mill acceptance. A paper appearance does not guarantee that a used package will be collected or processed in the destination market. Ask what claim is proposed, which components remain attached and which local route supports it.
Compostable
Compostable is not a synonym for food-contact compliant, biodegradable or plastic-free. It requires a stated standard, certification scope and disposal environment. Check whether the claim applies to the complete printed and converted article, not only the base paper or coating resin.
Microwave or oven safe
Heating creates a different condition of use. Approve only when the construction, food type, time and temperature are covered by appropriate evidence and finished-pack testing. Metalized details, windows, adhesives, inks and local hot spots can change the result.
PFAS-free
Define whether the claim refers to intentionally added PFAS, a supplier declaration, a screening method or a reporting threshold. The wording and evidence should be agreed before it appears on artwork or customer-facing material.
Run a finished-pack trial with the real food
Documentation answers whether the construction has a suitable compliance basis; a service trial answers whether it works. Use samples made to the proposed dimensions and, where possible, the proposed material. Fill them with the actual menu item at the normal packing temperature and close them using the same staff procedure used during service.
- Record food weight, temperature, oil or moisture condition and fill level.
- Hold or transport the sample for the longest realistic delivery or display time.
- Inspect leakage, grease staining, loss of stiffness, seam opening, lid fit and stacking.
- Check odor or taste transfer, print rub, blocking, set-off and customer touch points.
- Photograph results at filling, midpoint and final inspection; note pass, revise or fail for each criterion.
- Retain the approved sample, signed drawing and artwork revision as the production reference.
A failed service trial does not always mean the paper is unsafe; it may mean the barrier, dimensions, ventilation or closure is wrong for the use. Separate compliance questions from performance questions so the corrective action is clear.

Send the following information together so the supplier can recommend a construction and identify the documents needed:
- Packaging format, reference photo and finished dimensions
- Food type, fat or moisture level, acidity where relevant and direct-contact surfaces
- Filling temperature, maximum contact time, storage and delivery route
- Any freezing, microwave, oven or hot-holding requirement
- Destination country and customer-specific restricted-substance requirements
- Preferred paper appearance, barrier performance and sustainability claims
- Print coverage, number of colors, finish, window and accessory requirements
- Quantity per size and artwork, required samples and target arrival date

Warning signs in a supplier response
- A one-page certificate is offered without the exact material name, supplier, use conditions or expiration and revision information.
- The supplier treats “kraft,” “water-based,” “eco” or “recyclable” as proof of food-contact suitability.
- A report for raw paper is used to cover an unrelated coating, ink or finished construction.
- The quote does not state which surface contacts food or whether printing is kept off that surface.
- Microwave, hot-fill or freezer claims are made without a defined time, temperature and sample test.
- The production specification has no link to lot numbers, artwork versions or change control.
Frequently asked questions
Is kraft paper automatically food grade?
No. Kraft describes an appearance or paper-making route, not suitability for every food-contact use. Buyers still need the exact board, additives, barrier, adhesive, ink system, intended food, temperature and contact time to be assessed.
Can a supplier simply call paper packaging FDA approved?
That wording is usually too broad. For U.S. projects, ask for the regulatory basis of each relevant component and the exact food types and conditions of use covered. Some Food Contact Notifications are specific to a named manufacturer or supplier.
Can recycled paper be used for direct food contact?
It may be possible for a defined construction and market, but recycled content alone does not establish suitability. Source control, contaminants, functional barriers, intended use and applicable national or regional requirements must be evaluated.
Are water-based inks automatically safe for food packaging?
No. The carrier description does not prove that the finished print is suitable. Ink formulation, curing or drying, set-off, migration through the substrate and the position of the printed surface all matter.
Does PFAS-free paper still resist grease?
It can, because alternative barrier systems are available. Buyers should verify the exact barrier chemistry or supplier declaration and test performance with the real food, temperature and holding time instead of relying on a general claim.
What should be approved before mass production?
Approve the finished dimensions, material and coating specification, artwork version, food-contact use, applicable documentation, physical sample, performance test method, carton quantity, traceability marks and written acceptance criteria.
Does food-contact suitability mean a container is microwave safe?
No. Microwave use is a separate condition that requires an appropriate construction and validation. Do not infer reheating suitability from a food-contact statement or a paper appearance.
Build the approval around the intended use
The most reliable buying process starts with the food and service route, then selects the structure, material and documentation. It does not start with a generic “food-grade” logo. When the intended use is clear, suppliers can narrow the paper grade, barrier and production controls, while buyers can compare quotations on the same basis.
